The five states with no statewide sales tax are New Hampshire, Oregon, Montana, Alaska and Delaware — NOMAD. Alaska is the exception that still taxes: it has no state rate but its boroughs and cities do.

The US has no national sales tax. Rates are set by states, then again by counties, cities and special districts stacked on top — well over 11,000 distinct taxing jurisdictions. Two addresses on opposite sides of the same street can owe different amounts.

The local figure is a population-weighted average, so it tells you roughly what a typical buyer in that state pays, but it is not the rate at any specific address. Louisiana combines to over 10%, the highest in the country. California has the highest state-level rate at 7.25% and comparatively modest local additions.

By combined state and average local rate, Louisiana is highest at over 10%. By state rate alone it is California at 7.25%. Tennessee, Arkansas, Washington and Alabama all sit near the top on a combined basis.
