A gas fee (or network fee) is the cost of having a blockchain confirm your transaction. It is paid to validators, not to the card provider, and changes with network demand.
Gas fees differ a lot between chains: sending USDT over Tron (TRC-20) is usually far cheaper than over Ethereum (ERC-20), which affects the real cost of topping up a card.
